I believe this answer to Jackie's is when Pippin and Merry are in Fangorn Forest and Treebeard is about to drop them off, but Pippin wants Treebeard to turn around and go south because "they can slip past Saruman unnoticed." Then something else is said, then Pippin says, "Not this time."
And the answer to Katie's... umm... is it Gandalf talking to Frodo?

And wow... you ARE right... The phrase "Not this time" is in LOTR twice. I was actually thinking of Aragorn Telling Gimli that he couldn't go through the paths of the dead.
Ah well. I need to puzzle over your quote though.
