It wouldn't be like Rapunzel, though. This witch (though I use witch in the loosest sense possible - basically, woman with magical powers) wouldn't just lock the boy in a tower and give him a haircut now and then, she'd wait for him to grow up and then use him to get what she wants...

That concept is in StarMan by Sara Douglas. At least, the trade of a life for rescue, although in a non evil way. Your idea is still good though
